William was born circa 1740 at Pennsylvania.
Per the Clan MacKinlay Genealogy, a number of Scotch-Irish Presbyterians from Donegal, Ireland settled in York, now Adams, County, Pennsylvania about 1760. A glance at the map shows that these counties lie north of Frederick and Baltimore Counties, Maryland, out of which Carroll County has since been formed. Part of these Scotch-Irish Presbyterians went south into Maryland before 1764.
The Clan MacKinlay Genealogy indicates that a number of these Scotch-Irish McKinley's had not been wholly identified, including a William McKinley, Private 6th Regt Maryland Artillery, who was probably the Carroll County William, the ancestor of Family V in the Clan Genealogy. If so, William was probably born in Ireland.
Under Family V, the Clan MacKinlay Genealogy says that "William M McKinley was a farmer in Carroll County, MD where his 3rd child was born in 1767", which would fix his birth at about 1740. He died in Sullivan County, TN, aged 63, no date of death obtainable. He was probably one of the York County, PA group and also probably the William McKinley, Private 6th Regt, Maryland Artillery in the Revolutionary War, who received Land Warrant No. 1646.
Several Ancestry Family Trees show that William was the son of John McKinley (1728-1779) and Rachel Margaret Stewart (1732-1781) without attribution. If William was born in 1740, this would mean that his father was 12 and his mother only 8 at his birth which seems very unlikely..1,2
William is said to have married a Mary Lockhart. Based on the birthdates of their children, she must have been born about 1738 and they were probably married about 1756. Quite a few Ancestry Family Trees show Mary born in 1733 or 1750 and married to William M Mckinley in 1765 in Carroll County, Maryland but none provide a source and two of William's presumed children, Martha and Samuel, were born before 1765..3
William purchased l75 acres of land at Sullivan County, North Carolina, by warranty deed for 30 pounds lawful money of North Carolina from Samuel Smith of Sullivan County, NC on 3 October 1785. The deed was witnessed by John Scott and Samuel McKinley and registered on 20 Nov 1787..4 He purchased land beginning above the Good Gap and crossing Hogan's Branch at Sullivan County, North Carolina, by warranty deed for 50 pounds current money of North Carolina from William Scott of Sullivan Co., NC on 8 September 1787.5
Per Goodspeed's History, Sullivan County section, the McKinley's were among the early settlers of the fork (presumably the junction of the Holston and Beaver Creek).6
In 1796, William was shown on the Tax List at Sullivan County, Tennessee. He was listed as 1 white with 375 acres on the poll list . He was shown on the same poll list in 1797. There was only one Wm McK shown in the 1797 Tax List instead of two shown in 1796. It is assumed that the Wm McK shown in 1797 listing is the same as Wm McK Sr shown in 1796 because the acreage given is identical. Wm McK Jr probably moved to Kentucky in 1797..7
In 1812, William was shown on the Tax List at Sullivan County, Tennessee. He was listed as 1 white with 145 acres in the poll list..8
William died about 18 May 1824 at Piney Flats, Sullivan County, Tennessee.9 He was buried in the New Bethel Cemetery at Sullivan County.10
